This self-paced online learning module provides key information about the COS process, and the practices that contribute to consistent and meaningful COS decision-making.
Child Outcomes Summary Team Collaboration (COS-TC) Toolkit (external website)

The COS-TC Toolkit Online Learning Experience contains a checklist of quality practices, a detailed description of each practice, and examples of the quality practices in action. You can apply your knowledge by watching video clips of COS team meetings with families and rate team practices using the COS-TC checklist. The content is intended for those who have completed the COS Process Module: Collecting & Using Data to Improve Programs, (external website) as well as for trainers supporting teams in the COS process.

These two online assessment training courses are available (for a fee) to help practitioners learn procedures for administration of the Hawaii Early Learning Profile (HELP) Birth-Three Years (VORT Corp) and The Carolina Curriculum for Infants and Toddlers with Special Needs (Brookes). These trainings were developed in collaboration with the publishers of each assessment instrument.

The Decision Tree: A Tool for Teaming and Family Engagement – Parts I and II

In Virginia, assessment teams are required to use the Decision Tree at entry, annual IFSP and exit to determine the child outcome summary statement that represents a child's functioning in each of the child outcome areas. In Part I, participants are encouraged to consider how the Decision Tree can support a consistent thinking, discussion and decision-making process for comparing a child's functioning in the three outcome areas to that of same age peers. Teaming and family engagement in that process will be emphasized with concrete, practical examples based on one local system's use of the decision tree to improve these aspects of their team assessment and child outcome summary processes. Part II will give participants the opportunity to increase their skills and confidence in using the Decision Tree through scenario-based practice with the Decision Tree and discussion around common questions associated with the use of it.

This archived Service Coordination (SC) Chats webinar addresses tools for success related to the Child Outcomes Summary process and strategies service coordinators can use when preparing families, facilitating the assessment process, and supporting family engagement.
Developmental assessment is an important part of the early intervention process. In Virginia, there are two types of assessment. Assessment for eligibility may be offered if eligibility for EI services cannot be determined based on a review of results from a developmental screening tool, vision and hearing screening, parent report, medical records, etc. Assessment for service planning occurs once a child is found eligible for supports and services.
